            学 校 長 着 任 の 辞

 私は、1月22日付けにて第11代防衛医科大学校長を拝命いたしました。
我が国の平和と独立を守り、世界の平和に貢献するという崇高な任務を背負った自衛隊において、医師たる幹部自衛官・保健師及び看護師たる幹部自衛官・技官を育成するという重要な任務を担う防衛医科大学校長の職を拝命し、その職務の重大さに改めて身の引き締まる思いがしております
 この機会に、教職員の皆様、学生諸君に私の所信の一端を述べたいと思います。
 本校はこれまでに、多くの防衛医科大学校医学科及び高等看護学院・看護学科の卒業生を送り出して参りました。医療現場を始めとし、国際平和協力活動や大規模災害の現場での衛生支援活動、そして今なお脅威を振るっている新型コロナウイルス感染症への対応等その能力を遺憾なく発揮し、国民の平和と安全を守る最後の砦として、社会的にもその存在が広く認識され 益々期待も高まっております。また、防衛医科大学校病院においては、親身に患者に接し安全で質の高い医療を提供し、地域の中核をなす医療機関としての位置付けを確固たるものとしております
 これもひとえに、初代松林学校長から長谷学校長に至る歴代学校長の一貫した教育方針と、教職員の皆様の不断の努力の賜物と思います。この伝統を守りさらに輝かしい未来への発展に向けて、防衛医大が今後取り組むべきこととして、私は3つの大きな目標を掲げ皆様のご理解とご協力をいただきたいと思います。
 一つ目は、防衛医科大学校次期中長期計画の着実な実施です。
 現計画においては、平成28年度から5年間、教育・研究の機能強化、病院の運営改善、自衛隊との連携強化の大きく3つの柱からなる指針に基づき取り組んで参りました。
 これまで達成できたもの、これから目指すべきもの、現計画の積み残しを解消すべく新たな課題を踏まえた次期計画を策定中であります。令和3年度以降における次期中長期計画については、これらの計画を着実に推進し、防衛医大を改革する姿勢を打ち出すためにも防衛医大を支える全ての教職員が一丸となって取り組むことが必要とされます。
 二つ目は、自衛隊医官の教育においてプロフェッショナルとしての自覚を高め、社会が求めるプロフェッショナリズムの認識を高めることです。また 今、医学教育において望まれていることは、知識や技術に裏付けられた優れた医師、保健師、看護師を育成すると同時に生命の尊厳を深く認識し得る医師、保健師、看護師を育成することであります。今後もこれまで以上に「思いやりの心」の豊かな医師、保健師、看護師の育成に努めて参ります 
 三つ目は、多くの医科大学や大学医学部がある中、他の大学に真似の出来ない防衛医科大学校であるからこそできる特徴のある教育、研究及び診療を推進していかなければならないと考えます。すなわちオリジナリティーのある学校を作り上げ、その存在価値を高めるとともに、防衛医学を広く世間に広めていく、そのような姿勢を見せていけなければならないと時であると考えています。
 防衛医科大学校の目指すビジョンは、優れた医官、看護官及び技官を養成するとともに、防衛医学の教育・研修、研究拠点として防衛省のシンクタンクとなることと考えます。
 私は、歴代学校長が築かれたこれまでの基盤の上に立って、そのよき伝統を継承するとともに、新たな本校にふさわしい伝統の確立を図るため、全力を傾注して参る所存です。
終わりに、本校のなお一層の充実、発展とともに誇りを持って学校長の職を全うすべく、教職員皆様のご協力を改めてお願いし私の訓示といたします

       Inaugural Remarks from the President

  I was appointed as the 11th President of the National Defense Medical College (NDMC) on January 22nd 2021, the third year of Reiwa.

  In the Self-Defense Forces (SDF), which have the noble mission of protecting Japan's peace and independence and contributing to world peace, it is important for our school to train students who will become either medical doctors with executive self-defense officers capability or SDF officers/technical officers qualified as public health nurses and nurses. Being aware of my duties as the President of the NDMC, I recognize the importance of my work, and I would like to make sincere efforts toward our goals.

  I would like to take this opportunity to share my beliefs with students and faculty members, and to unite my feelings toward our goals.

  Our school has sent out many graduates so far. Each of them is active in medical sites, international peace cooperation activities, and hygiene support activities at large-scale disaster sites. In addition, as the last bastion to protect the peace and security of the people, medical officers and nurses fully demonstrate their abilities in dealing with the new coronavirus infection that has been threatening us since last year. Their existence is widely accepted from the society. Furthermore, the NDMC Hospital plays important roles not only as a medical education institution, but also as a core regional hospital that provides safe and high-quality advanced medical care. This kind of recognition from the surroundings has been established as an unwavering trust, and expectations for us are increasing day by day. I think this is the result of the consistent educational policy of predecessors of the school, from the first president, Dr. Matsubayashi to the former president, Dr. Hase, in conjunction with the constant efforts of students and faculty members. Here, I set the following three major goals as what we should work together to maintain this tradition and build a brighter future.

  The first is the implementation of education that we are proud of as the members of the NDMC. Students are the most important constituents of our school. I would like each and every one of us to be aware of it, aim to be first-class, and be willing to make efforts towards it. Then, in your daily student life, look to the world and learn how to grasp cosmopolitan thinking and cutting-edge knowledge. In addition, I would like you to raise your awareness as a professional through education to be a SDF medical officer/nurse while you are at school, and to feel attached to our school and the SDF.
  I also would like all faculty and staff to take pride in working at our school and work with the aim of becoming first-class in their respective fields as a position to support and guide students. I believe that the daily efforts of all the employees will surely lead to the steadfast education of our school.

  The second is the promotion of distinctive education, research, and medical care that can only be achieved by the NDMC, which is unlike any other medical colleges and universities. As an institution of the Ministry of Defense and the SDF, we should have strengths in the fields of defense medicine and defense nursing. In other words, I believe that we can develop and practice an educational system full of originality, unique academic fields, and advanced medical technology. Let’s win the fame as a medical school that is highly evaluated not only in Japan but also internationally, strengthen the foundation as a place to train excellent medical and nursing officers, and develop new academic disciplines and medical care fields.

  The third is the realization of the next medium- to long-term plan for the growth strategy of the NDMC, which incorporates afore-mentioned issues as a more specific perspective. The current medium- to long-term plan so far has been formulated with the efforts of the faculty and staff members, and we have been working on the three pillars which include improving hospital operations, strengthening education and research functions, and enhancing cooperation with various organizations of the SDF. However, they are still in the process of being developed, and the next medium- to long-term plan requires that each department steadily expand what it can do. I believe that not only what we have to do at our own risk, but also coordinating well with other departments, looking over the entire campus, and sharing a sense of purpose will lead to the steady realization of the plan.

  I will do my utmost to build on the foundations of successive school presidents, to inherit the good traditions, and to create new ones suitable for our school.

  In closing, again I would like to ask for the cooperation of all students and faculty members for further enhancement and development of our school.
